In particular, this analysis explores three aspects: a) The right to self-determination, general aspects and the Spanish Constitution; b) The right to decide as a regional consultation or referendum under Spanish law; c) Initiative of constitutional reform as a possible way to deal with the separatist aspirations of Catalonia. ; El trabajo analiza el tema del derecho a decidir y autodeterminación en el caso actual de Cataluña desde el punto de vista eminentemente jurídico y dentro del marco constitucional español. First, we do a brief review of the evolution of Spanish spending in its grants system since the begining by describing the features of the today grants system, in order to then focus on the detailed evolution of the public spending in this area in 2000-2010. Finally we offer also a comparative analysis of the situation in Spain compared to the rest of OECD’s countries. By basing on the information provided by empirical evidence, the grants legislation and the economic literature on the subject, we build an analysis that highlights the shortcomings of Spanish spending in grants, which, as data prove, is increasingly away from the mean values present in the OECD.; Este trabajo tiene por objeto el estudio del gasto en ayudas al estudio en la enseñanza superior. En primer lugar se realiza un breve repaso de la evolución del gasto español en su sistema de ayudas desde su nacimiento y describiendo los rasgos característicos del sistema de ayudas en la actualidad, para centrarse luego en la evolución detallada de dicho gasto en el período 2000-2010, ofreciendo además un análisis comparado de la situación de España en relación con el resto de países de la OCDE. Partiendo de la información ofrecida por la evidencia empírica, la legislación reguladora de las ayudas y las aportaciones de la literatura económica sobre la materia se construye un análisis que pone de relieve las deficiencias del gasto español en ayudas, que a la vista de los datos está cada vez más alejado de los valores medios presentes en la OCDE.
