It accounts for franchise reform initiatives and explains which factors influenced Argentine citizens in the exercising of their right to vote from abroad. It traces the unfolding and stalemate of an incipient diaspora engagement policy to explain the limits to effective political inclusion of Argentine citizens living abroad today. Thus, it contributes to our understanding of the politics and institutional dynamics of the process of reforming the franchise and citizenship in one of the least explored examples within the literature.; Este trabajo analiza el aspecto político de la inclusión intermitente y selectiva en la política doméstica argentina de los ciudadanos residentes en el exterior. Se explica cómo evolucionaron las iniciativas estatales y qué factores influyen en el ejercicio del derecho al voto desde el exterior. Se muestra, también, cómo se originó y luego se estancó una nueva política hacia los emigrantes y en qué medida esto se traduce en una inclusión limitada hoy. This analysis reveals that almost half of the states included in the sample do have a mechanism of institutional representation for emigrants.; Este trabajo, partiendo del marco brindado por los estudios sobre transnacionalismo y representación política, investiga dos de los mecanismos institucionales que 22 Estados de América Latina y el Caribe han diseñado para incorporar en su proceso político a sus emigrantes –la reserva de puestos en cámaras legislativas y los consejos consultivos–.
