La nueva dinámica de las relaciones entre América Latina y la República Popular China

Abstract

[ES] Este trabajo analiza el rol de la República Popular China (RPC) desde la perspectiva de los legisladores latinoamericanos. Uno de los efectos probables de la crisis financiera actual es que la RPC consiga aun más espacio para maniobrar en América Latina comparado con los otros dos bloques. Asimismo, la RPC goza hoy de una simpatía sin precedentes entre muchos gobiernos latinoamericanos, bien por una mayor afinidad ideológica-estratégica que en otras décadas o bien por motivos puramente instrumentales. La encuesta de élites parlamentarias latinoamericanas produce resultados que avalan este argumento, aunque de momento con timidez. Sin embargo, la encuesta será muy útil para comprobar cómo cambian las actitudes hacia el gobierno asiático a medida que se va sentando las bases de una relación que, en su ambición, intenta abarcar mucho más que lo meramente financiero

[EN] This paper analyzes the role of the Popular Republic of China (RPC) from the perspective of Latin American legislators. United States is no longer the privileged partner of the region after the development of EU trade policy towards the outside and the rise of the PRC as an economic power. One of the likely effects of the current financial crisis is that the RPC get even more room to maneuver in Latin America compared with the other two blocks. Also, the PRC today enjoys unprecedented sympathy among many Latin American governments, or by a more strategic ideological affinity in other decades or purely instrumental reasons. The survey ofLatin American parliamentary elites produces results thatsupport this argument, but for now shyly.
