Control parlamentario en América Latina

Abstract

[ES] Son tres las funciones básicas de cualquier Parlamento: legislación, representación y control. Con respecto a esta última Sartori (1992: 199-201) formula la siguiente distinción: control legislativo y control político. Con el primer término, el autor alude a la capacidad que tienen las legislaturas para presentar, modificar, demorar y rechazar iniciativas de ley. El foco está colocado aquí en el papel que desempeña el parlamento en el proceso de toma de decisiones. El segundo término -es el equivalente al “control parlamentario”-, por su parte, hace referencia al seguimiento que el parlamento realiza de las decisiones adoptadas. La mirada, en este caso, está puesta en la implementación. A partir de los datos del Proyecto de Élites Latinoamericanas (PELA) se pretende identificar, según las opiniones de los parlamentarios latinoamericanos, la relevancia del control como mecanismo institucional tanto para legisladores del oficialismo como de la oposición y así formular algunas conclusiones preliminares sobre el tema

[EN] There are three basic functions of any parliament, legislation, representation and control. With regard to the latter, Sartori (1992: 199-201) makes the following distinction: legislative oversight and political control. With the first, the author refers to the ability of legislatures to submit, modify, delay and refuse bills. The focus is placed here on the role of parliament in the decision making process. The second term, is the equivalent of "parliamentary control" - for its part, refers to the parliamentary monitoring of the decisions made. Look, in this case, is set in the implementation.
