Las comisiones legislativas en los parlamentos latinoamericanos

Abstract

[ES] Este trabajo pretender abordar el sistema de las comisiones legislativas, tema relevante por ser las comisiones una de las piezas centrales del Congreso a partir del cual se articula como organización. Las comisiones se transforman en el locus decisorio, en el órgano de debate y negociación de las políticas públicas. A partir de los datos recogidos por el Proyecto Elites Parlamentarias en América Latina (PELA) de la Universidad de Salamanca se ofrecerá un panorama de las percepciones que los legisladores tienen acerca del sistema de comisiones en los Congresos de cinco países (Perú, Costa Rica, Honduras, Uruguay y Chile) en la actualidad, teniendo en cuenta la importancia que le conceden al trabajo realizado en éstas y la integración y puestos estratégicos de las mismas. Una aproximación al funcionamiento del sistema de comisiones nos permitirá abordar una de las cuestiones centrales vinculadas al desempeño de las funciones legislativas y que incide en la profesionalización de las cámaras legislativas

[EN] This paper aims to address the system of legislative committees, issue committees relevant because one of the centerpieces of Congress from which it is articulated as an organization. The committees are transformed into the center of decisions, the organ of discussion and negotiation of public policy. From the data collected by Project Parliamentary Elites in Latin America (PELA), University of Salamanca will provide an overview of the perceptions that legislators have about the system of committees in Congress from five countries (Peru, Costa Rica, Honduras, Uruguay and Chile) at present, given the importance they attach to the work in these and the integration and strategic positions of the same. An approach to the functioning of the committee system will enable us to address one of the key issues linked to the performance of legislative functions and impact on the professionalization of the legislatures
