No alineamiento, tercermundismo y seguridad en Perú: la política exterior del gobierno de Juan Velasco Alvarado (1968-1980)

Abstract

The purpose of this paper is, on the one hand, to verify that the entry of Peru to the Non-Aligned Movement meant the emergence of a new paradigm in foreign policy not only in that country but in Latin America as a whole; on the other hand, to establish that behind the new policy existed an ideological discourse (appropriated and reworked), the third worldism, which provided a solid base to government targets.

El objetivo de este artículo es, por una parte, constatar que el ingreso de Perú al Movimiento de los Países No Alineados supuso la irrupción de un nuevo paradigma en la política exterior no solo de ese país, sino de América Latina entera; por otra, establecer que tras la nueva política hubo un discurso ideológico apropiado y reelaborado, el tercermundismo, que le brindó una base sólida y un relato funcional a sus fines.
