El interés español por América Latina y la adhesión a la Comunidad Europea

Abstract

Este artículo se ha escrito para enriquecer la literatura existente sobre los efectos de cara a América Latina de la incorporación de España a la entonces cee vistos desde la óptica de su órgano ejecutivo, la Comisión Europea. El autor se basa en su experiencia personal y comenta un plan que diseñó en Madrid en 1986 y que el Ministerio de Asuntos Exteriores elevó a la Cooperación Política Europea. También lo contrasta con lo que se logró y no se logró en su etapa de gestión como responsable directo de las relaciones entre la Comisión Europea y América Latina. El documento no era conocido hasta la fecha. Se observará la combinación de elementos de análisis político, económico, histórico y de seguridad.

This article reflects the author’s experience as a high official in the European Commission in charge of relations with Latin America once Spain became a member of today’s European Union. It makes some comments about a strategy document submitted to the Policy Planners Group within the European Political Cooperation by the Spanish Ministry of Foreign Affairs at the end of 1986. Planning is confronted with reality: a low level of interest in the European Commission towards Latin America, the existence of a wide variety of prejudices against Latin Americans and the possibilities which were open to a new member state to export towards the Community acquis its political interests within a spirit of cooperation and advancement of European positions worldwide.
