Crecer en familia: la permanencia en acogimiento familiar.

Abstract

[ES] El acogimiento familiar ofrece un ambiente de vida a la retirada niño de su familia biológica, durante un período de tiempo indefinido que puede ser prolongada, hasta la edad adulta o la independencia. Un entorno familiar estable permite el desarrollo de la seguridad y los sentimientos asociados a la posibilidad de mantener los contactos con su familia biológica. En la mayoría de las situaciones, el niño puede y debe permanecer con sus padres adoptivos, y el reconocimiento de esta función primaria es una medida que puede contribuir a evitar las ambigüedades e incertidumbres que son perjudiciales para el sistema y de las prácticas que se va a configurar. Sin embargo, en Portugal, acogimiento es una medida de carácter temporal, cuya aplicación depende de la previsibilidad del regreso del niño o joven a la familia de origen. El propósito de este artículo es, después de una breve caracterización de los niños portugueses y el sistema de protección de la juventud, analizar la permanencia de acogida entre 2006 y 2011, con base en el informe caracterización de la situación de los niños y jóvenes de crianza. A continuación se presentan y discuten los datos obtenidos de un estudio desarrollado en el distrito de Oporto, incluidos 289 niños de crianza mayo 2011, lo que representa el 52% de todos los niños en el sistema de cuidado de crianza Portugués. Los resultados se obtuvieron mediante un formulario de obtención de datos llena de información oficial de cada hijo de crianza, y 52 entrevistas con los cuidadores. Entre los principales resultados es poner de relieve las colocaciones de larga duración, la permanencia del niño con su primera familia de acogida, y la evaluación global positiva de los resultados obtenidos, por lo tanto podemos identificar varios retos para el futuro inmediato del acogimiento portugués. [EN] T: Foster care offers a life environment to the child withdrawal from his biological family, during an undefined time period that can be prolonged, in the limit, until adulthood or independence. A stable family environment allows the development of security and belonging feelings associated to the possibility of maintaining the contacts with his biological family. In most of the situations, child can and must remain with his foster parents, and the acknowledgement of this parent role is a step that can contribute to avoid ambiguities and uncertainties that are prejudicial to the system and for the practices that it will be configuring. Nevertheless, in Portugal, foster care is a temporary character measure, whose application depends on the predictability of the return of the child or young person to the family of origin. The purpose of this article is to, after a brief characterization of the Portuguese children and youth protection system, analyze the foster care permanence between 2006 and 2011, based on the characterization report of the situation of foster children and youth. Following is presented and discuss, the collected data from a study developed in Porto district, including 289 foster children in May 2011, representing 52% of all children in Portuguese foster care system. The results were achieved using a data acquisition form filled with official information of each foster child, and 52 interviews with carers. Among the principal results is to highlight the long lasting placements, the permanence of the child with his first foster care family, and the global positive evaluation of the achieved results, thus we can identify several challenges to the near future of the Portuguese foster care.
