Terrorismo: Conceptualización y consecuencias de su indefinición

Abstract

[ES]En el presente no existe un amplio consenso acerca de la conceptualización del término terrorismo. De esta circunstancia derivan múltiples problemas que podrían sintetizarse en una gran dificultad para establecer acciones comunes –especialmente a nivel interestatal- para afrontar las prácticas terroristas, en un momento en que el fenómeno ha adoptado una dimensión global. Ante esta situación los diferentes profesionales empleados en el estudio y análisis del terrorismo, tanto aquellos implicados en aspectos teóricos como quienes desempeñan una labor evidentemente práctica u operativa, deben aunar esfuerzos para lograr suprimir el primer obstáculo de la indefinición conceptual. [EN]In the present times there is not a wide agreement about the meaning of the term terrorism. From this circumstance, it shunts multiple problems which can be summarized in a great difficulty for establishing common actions, especially in an interstate level, to tackle terrorist performs, at a time when the phenomenon has taken on a global dimension. Faced with this situation, several professionals are employed in the study and analysis of terrorism, both those who are involved in theoretical aspects as those who play an unmistakeably practical or operational labour, should join efforts to remove the first hurdle of the indefinite conception.
