Las regidurías salmantinas en el primer tercio del siglo XVII

Abstract

[ES] El objetivo de este trabajo es explicar qué sucedió y cuál era la situación de los regimientos que integraban el ayuntamiento de Salamanca en el primer tercio del siglo XVII. En concreto, determinar la forma de provisión de los mismos, el control regio en esa designación y la renovación de las personas que los desempeñaban. Para ello se estudian las disposiciones normativas que regularon estas cuestiones y los diferentes mecanismos a través de los que los regidores salmantinos accedían al desempeño de estos oficios, explicando al mismo tiempo el tipo de regidurías existentes en el consistorio salmantino. Finalmente se dibuja la trayectoria de cada una de ellas, indicando sus sucesivos titulares y las transformaciones que en cuanto a su condición jurídica experimentaron. Esta investigación, basada en el análisis exhaustivo los más de sesenta títulos de regimientos presentados en el ayuntamiento salmantino a lo largo de estos años para proceder a la toma de posesión, nos permite afirmar que, desaparecidas prácticamente las mercedes regias en caso de vacante, las renuncias, las ventas a partir de los años treinta y el frecuente ejercicio de la regiduría en lugar del titular fueron las vías por las que se accedió a los treinta y seis regimientos que integraba el ayuntamiento de Salamanca en los años iniciales del siglo XVII, coexistiendo regidurías simplemente renunciables, renunciables “por una sola vida” y perpetuas, adornadas todas ellas con diferentes calidades que configuraban una tipología variada de las mismas, escapando estas últimas del control del monarca [EN] The objective of this paper is to explain what happened and what was the situation of the regiments that made up the municipality of Salamanca in the first third of the 17th century. Specifically, determine the form of provision of the same, the royal control in that designation and the renewal of the people who performed them. To do this, we study the normative dispositions that regulated these issues and the different mechanisms through which the Salamanca rulers acceded to the performance of these offices, explaining at the same time the type of existing regidurías in the town hall of Salamanca. Finally, the trajectory of each of them is drawn, indicating their successive headlines and the transformations they experienced in terms of their legal status. This investigation, based on the exhaustive analysis of the more than sixty titles of regiments presented in the city council of Salamanca throughout these years to proceed with the taking of possession, allows us to affirm that, practically disappeared the royal regias in case of vacancy, the renunciations, sales from the thirties and the frequent exercise of the regidor instead of the owner were the ways by which the thirty-six regiments that integrated the city of Salamanca in the early years of the seventeenth century, coexisting regidurías simply renounced, renounced "for a single life" and perpetual, all adorned with different qualities that configured a varied typology of the same, escaping the latter from the monarch's control
