El régimen jurídico de la Diputación de Salamanca durante el reinado de Isabel II (1835-1868)

Abstract

[ES] El objetivo perseguido con este trabajo es detallar lo acaecido en la Diputación de Salamanca desde 1833 hasta 1868, distinguiendo tres grandes apartados. En el primero de ellos, dedicado a su trayectoria y composición, se analiza, por un lado, su regulación legal, es decir, las diferentes normas que reglamentaron el devenir de las diputaciones españolas en esos años, su evolución y sus integrantes (dependiendo de la regulación del momento el jefe político o el gobernador civil, el intendente, un número variable de diputados y el secretario) y, por otro, la secretaría como oficina en sí y los individuos que la componen, el citado secretario y otros dependientes. En el segundo apartado, referido a la organización y funcionamiento de esta corporación, se explica todo lo relativo a la celebración de sus reuniones, a la organización del trabajo de la Diputación y de los diputados al margen de las mismas y a su suspensión y disolución. El estudio de sus atribuciones constituye el contenido del tercer y último apartado, en el que se explican sus competencias en los ámbitos de la justicia, de la hacienda, en el militar, en el gubernativo y en el político-constitucional. Finaliza el trabajo con un Apéndice documental en el que se incluyen doce ilustrativos cuadros sobre la composición de esta Diputación desde octubre de 1835 hasta septiembre de 1868, y otros seis acerca de la asistencia de los diputados salmantinos a su sesiones [EN] The aim of this work is to detail what happened in the Diputación de Salamanca from 1833 to 1868, distinguishing three main sections. In the first of these, dedicated to its history and composition, we analyse, on the one hand, its legal regulation, i.e. the different rules that regulated the development of the Spanish Diputaciones in those years, its evolution and its members (depending on the regulations of the time, the political chief or civil governor, the intendant, a variable number of deputies and the secretary) and, on the other, the secretariat as an office in itself and the individuals who made it up, the aforementioned secretary and other dependents. The second section, on the organisation and functioning of this corporation, explains everything related to the holding of its meetings, the organisation of the work of the Diputación and of the deputies on the sidelines, and its suspension and dissolution. The study of its powers is the subject of the third and final section, which explains its powers in the areas of justice, finance, the military, government and political-constitutional matters. The work ends with a documentary appendix which includes twelve illustrative tables on the composition of this Diputación from October 1835 to September 1868, and another six on the attendance of Salamanca's deputies at its sessions
