Abstract

In Portuguese America during the early decades of the 17th century, the implementation of a series of reforms in various areas, especially in the Treasury, clashed with a complicated reality. Social, political and mental obstacles, together with the contradictions of royal policy, led to the failure of the reformist plan and the maintenance of practices such as the disguised sale of offices or the abuse in the collection of profits, considered ‘corrupt’ by some officials.
