Resumen
[EN] This paper is a reflection on the development of International Law as a discipline at the University of Salamanca in relation to the omnipresent figure of Francisco de Vitoria and the School of Salamanca, whose legacy was not managed, in my opinion, or was not allowed to be managed, so that Salamanca could become a centre for Advanced Studies on International Law. The weakness of the city of Salamanca since the late 19th century and throughout the 20th, accompanied by centralism and control from Madrid, certainly did not help these claims, which were also not helped by the personality of the chairs of International Law.
