Los Talibán 2.0. Del terrorismo al contraterrorismo

Abstract

The Taliban regained power on August 15, 2021. Its strategy has focused on terrorist and insurgent action. Currently, the Taliban implement a counterinsurgency and counterterrorism policy to curb the Islamic State of the Khorasan Province (iskp). At the same time, the Taliban must fight the Afghan National Resistance Front, heir of the Northern Alliance, which uses a different strategy than the terrorist groups. The Afghan paradox is that the Taliban, accustomed to using terrorism to achieve their objectives, must apply counterterrorism and anti-terrorism policies against their enemies. The objective of this paper is to analyse how the Taliban are organizing their fight against the opposition to identify common and new points between their insurgent stage and their government position.

El movimiento talibán recuperó el poder el 15 de agosto de 2021 y lo ha conseguido a través de una violenta insurgencia. En la actualidad, los talibanes practican una estrategias de contraterrorismo para frenar la violencia indiscriminada utilizada por el Estado Islámico (isis-k). Y, al mismo tiempo, han de hacer frente a la oposición del Frente Nacional de Resistencia, herederos de la Alianza del Norte, que utiliza tácticas diferentes a las terroristas. La paradoja afgana es que los talibanes, acostumbrados al uso de los medios terroristas para conseguir sus fines, han de poner en práctica políticas contraterroristas para frenar el impulso de sus enemigos. El objetivo de este trabajo es analizar cómo el movimiento talibán está organizando su lucha contra la oposición con el fin de identificar puntos comunes y novedosos entre su etapa insurgente y su posición de gobierno.
