La estrategia antiterrorista de la federación Rusa en el cáucaso norte

Abstract

This article provides an overview of the terrorist phenomenon that has been shaking Russia's North Caucasus region for approximately three decades. The aim is to understand the causes that have led to this problem and how the Russian Federation is facing the threats arising from it. To do so, the article first approaches the region by taking into account its geographical, cultural, and historical characteristics in order to understand the unique position it occupies within Russia. Subsequently, the article observes the trajectory of terrorism in the region from its emergence during the first Chechen war to its manifestation through groups affiliated with major international terrorist movements, which continues to this day. Finally, the article analyzes the strategies that the Kremlin has deployed in order to fight against terrorism, dividing them into two main types: coercive measures, based on the use of force, and non-coercive measures, political actions aimed at addressing the structural causes that serve as a breeding ground for terrorist radicalization.

El presente artículo ofrece una visión sobre el fenómeno terrorista que, desde hace aproximadamente tres décadas, lleva sacudiendo la región rusa del Cáucaso Norte. El objetivo es conocer las causas que responden a la aparición de esta problemática y de qué manera la Federación Rusa se enfrenta a las amenazas que de ella se derivan. Para ello, primero se realizará una aproximación a la región atendiendo a sus características geográficas, culturales e históricas, para entender la posición singular que ocupa dentro de Rusia. Posteriormente se observará el recorrido que ha tenido el terrorismo en la región desde su aparición en el transcurso de la primera guerra chechena hasta su manifestación a través de grupos encuadrados en los grandes movimientos terroristas internacionales y que continúa hoy en día. Finalmente, se analizarán las estrategias que el Kremlin ha desplegado con el objetivo de luchar contra el terrorismo, dividiéndolas en dos tipos principales: coercitivas, aquellas fundamentadas en el uso de la fuerza, y no coercitivas, medidas políticas destinadas a atender las causas estructurales que sirven como caldo de cultivo para la radicalización terrorista.
