Abstract

Throughout the 18th century, discourses flourished that recovered a negative image of the false beggar, the one who, being able to work, chose to live off charity. This implied a critical view of the indiscriminate distribution of alms, which was gradually regulated, which in turn had an effect on the freedom of movement of certain social sectors. This article will focus on those regulations aimed precisely at controlling the practice of charity, taking Guipúzcoa as a framework for study. Special attention will be paid to the provincial initiative, analysing the guiding principles of the Royal Decree of 1772, but also another series of regulations issued by the General Assemblies of the territory of Gipuzkoa. Not only will we study their contents, but we will also try to understand the circumstances and factors that motivated their issuance. Finally, an attempt will be made to assess the real effect of these regulations by means of a group of dossiers that reflect how and under what criteria the aforementioned Royal Decree was applied.

A lo largo del siglo XVIII florecieron discursos que recuperaban una imagen negativa del falso mendigo, aquel que pudiendo trabajar optaba por vivir de la caridad. Ello implicaba una visión crítica con el reparto indiscriminado de limosna, que poco a poco se fue regulando, lo que a su vez tuvo efectos sobre la libertad de movimientos de ciertos sectores sociales. En el presente artículo se atenderá a aquellas normativas orientadas, precisamente, a controlar la práctica de la caridad, tomando Guipúzcoa como marco de estudio. Se prestará especial atención a la iniciativa provincial, analizando los principios rectores de la Real Cédula de 1772, pero también otra serie de regulaciones emitidas desde las Juntas Generales del territorio guipuzcoano. No solo se estudiarán sus contenidos, sino que se tratará de comprender qué circunstancias y factores motivaron su emisión. Por último, se tratará de valorar el efecto real de estas normativas mediante un grupo de expedientes que refleja cómo y bajo qué criterios se aplicó la mencionada Real Cédula.
