Las Tecnologías de la Comunicación e Información ante las discapacidades en el marco de la Unión Europea

Abstract

Every time it is more frecuent the documents reading where is investigated on the large potentials and perspectives than the can offer the technologies of the information and the communication to the persons with some type of disabiliteis, and this, it should be fundamentally to two consideratins. For a part, we find ourselves before an eminent evolution of the welfare of our society, welfare and economic, both problems that are reflected in the preoccupatin and interest because all the persons may have a place in the lifre and on the other hand we find ourselves whit the unstoppable machine of the evolution of the science and the technology, evolution, that, probably it will be consequence of large economic and mercantilist interest but that little by little they have let their fingerprint in persons that are interested by the welfare in all. <br />At this time, it can result us useful, to all those which we move ourselves in the field of the teaching and concretely in the pledge by the introduction of the tecnologies in the education, to know the perspectives of future toward the persons with disabilities, in function of the accesibility regulations the platforms of the technology, especially the data proccesing. Because of this, the premeditation of the following article is to accomplish a in-depth tour on the projects that they are being developing at European level and which is being the performance of Spain in that situation concerning the technology to the service of the persons with disabilities.

Cada vez es más frecuente la lectura de documentos donde se investiga sobre las grandes potencialidades y perspectivas que pueden ofrecer las tecnologías de la información y las comunicaciones a las personas con algún tipo de discapacidad, y ello, se debe fundamentalmente a dos consideraciones: Por una parte, nos encontramos ante una eminente evolución del bienestar de nuestra sociedad, bienestar social y económico, cuestiones ambas que se reflejan en la preocupación e interés porque todas las personas tengan un lugar en la vida y por otra parte nos encontramos con la máquina imparable de la evolución de la ciencia y la tecnología, evolución que, probablemente sea consecuencia de grandes intereses económicos y mercantilistas pero que poco a poco han dejado su huella en personas que se interesan por el bienestar de todos. <br />En estos momentos, puede resultarnos útil, a todos los que nos movemos en el campo de la enseñanza y en concreto en el empeño por la introducción de las tecnologías en la educación, conocer las perspectivas de futuro hacia las personas con discapacidad, en función de las normativas de accesibilidad a las plataformas de la tecnología, especialmente la informática. Por ello, la intencionalidad del siguiente artículo es realizar un recorrido en profundidad sobre los proyectos que se están desarrollando a nivel europeo y cuál es la actuación de España en esa situación en cuanto a las tecnologías al servicio de las personas con discapacidad.

D'un côte, nous nous trouvons devant une eminente évolution du bienêtre de notre société, bienêtre social et économique, ces deux questions qui se reflètent sur la préoccupation et l'intérêt pur que toutes les personnes aient un lieu dans la vie, et par ailleurs, nous nous trouvons avec la machine incessant de l'évolution de la science et la tecnologie, évolution qui probablement soit la consequence des grands intérêts économiques et mercantilistes mais que peu à peu ont laissé leur traces dans des personnes qui s'intéressent au bienêtre de tout le monde. <br />Dans ces moments, pourrait être util à tous ceux qui nous trouvons dans le domain de l'enseignement et concrètement dans l'acharnement à l'introductions des technologies dans l'éducation, de connaître les perspectives de future vers les personnes handicappées, en fonction des normatives d'accessibilité aux plateformes de la technologie, spécialment á l'informatique. C'est pour ça que l'intetionalité de l'article suivant est de faire un parcours en profondeur ser les projects qui sint en train de se développer au niveau Européen et quel es le rôle de l'Espagne dans cette situation concernant la tecnologie au service des personnaes hadicappés.
