Colombia: reforma agraria en la solución de conflictos armados

Abstract

[ES] Para el autor sentar las bases de una paz duradera exige resolver la problemática agraria. El conflicto armado en Colombia tiene hondas raíces rurales, relacionadas con profundas inequidades en la distribución de la propiedad de la tierra, en el acceso a otros recursos productivos y servicios, circunstancias que agudizan las brechas campo/ciudad. Es responsabilidad del Estado y del conjunto de la sociedad resolver esta situación poniendo los medios a su alcance: orientación del gasto público, reforma agraria, fortalecimiento de las sociedades rurales y modernización de las condiciones sociales y productivas del campo, en definitiva, estableciendo un nuevo modelo de desarrollo que resuelva los desequilibrios existentes.

[EN] Setting the bases for a lasting peace, for the author, demands the resolution of the agricultural problems. The armed conflict in Colombia has a deep rural roots. These roots are related to deep unequalities in the property distribution and in the acces to other means of production and servicies. All of them are circunstances that stimulate the rift between country and city. Resolving this situation is responsability of the State and the whole society. They must give all the resources at their disposal by orienting the public expenditure, agrarial reform, strenghening of the rural societies and modernizing the social and productive conditions of the country. In conclusion, establishing a new way of development that resolves the existing imbalance.
