Institucionalización de la medicina familiar y comunitaria como especialidad médica en España (1978-2008)

Abstract

[ES]El propósito general del presente estudio, es analizar el papel que tuvo la Comisión Nacional de Medicina Familiar y Comunitaria en el desarrollo de la Especialidad, mediante la revisión histórica de su documentación administrativa y producción científica, fuente de información nunca antes analizada y que se halla depositada en los archivos generales de la Subdirección de Ordenación Profesional del Ministerio de Sanidad y Política Social. Desde esta óptica, se han valorado las aportaciones realizadas por la Medicina Familiar y Comunitaria a la educación médica en España; se ha objetivado como la Especialidad de Medicina Familiar y Comunitaria contribuyó a la implantación de la Atención Primaria de Salud en nuestro país, enmarcada en el Sistema Nacional de Salud; y se han podido determinar los problemas políticos y estructurales que frenaron el desarrollo de la Especialidad en sus treinta años de existencia. Posteriormente, identificamos a partir de los Sistemas de Información habilitados por la Comisión Nacional de la Especialidad (Memorias anuales de las Unidades Docentes), las áreas de mejora respecto a la calidad formativa, pudiendo colaborar así en la planificación futura. En la última fase del estudio, nos centramos en las necesidades formativas percibidas por los residentes, con el objetivo de optimizar el aprovechamiento de las actividades formativas impartidas por las Unidades Docentes.

[EN]The overall purpose of this study is to analyze the role played by the National Commission on Family and Community Medicine in the development of the specialty, by reviewing historical documentation and scientific production management, source of information never before and that is analyzed deposited in the general archives of the Professional Management Branch of the Ministry of Health and Social Policy. From this perspective, we have valued the contributions made by the Family and Community Medicine to medical education in Spain has been objectified as the Specialty of Family and Community Medicine contributed to the implementation of primary health care in our country, framed National Health System and have been able to determine the political and structural problems that slowed the development of the specialty in his thirty years of existence. Subsequently, we identified from the Information Systems Committee authorized by the National Specialty (Annual Reports of the Teaching Units), areas of improvement on the quality of training and can work well in future planning. In the last phase of the study, we focus on the training needs perceived by residents, with the aim to optimize the use of the training activities provided by the Teaching Units.
