La O.I.T., universo mental y encrucijada de hechos. Actitudes de patronos y obreros socialistas en los primeros años de su funcionamiento

Abstract

RESUMEN: Frenta al drama de la Gran Guerra, el espíritu de Versalles oponía un nuevo marco presidido por la paz y armonía universales, exigente en mejoras de las condiciones de trabajo. No alumbraba un ideario nuevo, sino que respondía a la presión obrera y a las demandas humanitarias de asociaciones altruistas, con el visto bueno de los Gobiernos. La presidencia de Albert Thomas (1919-1932) representa más que un punto de partida. Bajo su dirección se pone en juego el futuro de la Oficina de Ginebra, pero la carta la juega bien. A. Thomas supo sortear las actitudes de patronos, obreros y Gobiernos, auténtico mosaico de intereses, mentalidades y culturas, e imprimir un talante que se prolongaría en las sucesivas presidencias en maneras, estrategias y objetivos. ABSTRACT: As opposed to the drama of the Great War, the spirit of Versailles offered a new framework presided over by universal peace and harmony, one that demanded improvements in working conditions. It provided no new ideas, but rather responded to pressure from the workers and the humanitarian demands of altruistic associations, with the approval of the Governments. The presidency of Albert Thomas (1919-1932) represents more than a starting point. While under his direction, the future of the Geneva Office was placed in jeo- pardy, but he played his cards right. A. Thomas was able to play off against each other the attitudes of the bosses, workers and governments, a veritable mosaic of interests, mentalities and cultures and impose his point of view, whích would continué in successive presidencies as regards behaviour, strategies and objectives.
