Dadas las limitadas capacidades preventivas y de reacción de los poderes públicos, resulta necesario establecer deberes de autoprotección ciudadana, así como una conciencia cívica de preparación para los desastres. Por razones de sostenibilidad del Estado social, también las obligaciones de autocuidado merecen una regulación más intensa, con suficientes garantías, para lo cual son cada vez más necesarias las cartas de deberes, tanto en el ámbito europeo como más allá de sus fronteras. [EN]We are surrounded by threats and risks for which we do not seem to be fully prepared, despite their recurrence. Given the limited preventive and reactive capacities of public authorities, there is a need to establish obligations for citizen self-protection, as well as a civic awareness of disaster preparedness. For reasons of the sustainability of the social state, the obligation for self-care also deserves strong regulation, with sufficient guarantees.
