El autor señala las razones por las cuales se pasó de una etapa de intensa relación entre ambas regiones, en los años ochenta, a una de relativo enfriamiento en los noventa. En general se pone de manifiesto una tendencia al acuerdo político y al desacuerdo en materia económica. The author defines the main reasons of the change from an intense relationship between boht regions during the eihties, to a certain weakening of the links.
