Legitimación y políticas públicas

Abstract

[ES] Un gobierno puede construir su legitimación basándose en principios diferentes. Después de describir y analizar los discursos del gobierno autoritario del Proceso de Reorganización Nacional argentino (1976-1983) y del gobierno democrático de la Unión Civica Radical (1984-1989), se deduce que hubo cambios en los principios de legitimación de cada uno de ellos y en la concepción de las funciones que asignaron al Estado y a la Administración Pública. Una investigación posterior y complementaria tendría como objetivo analizar si existió una correspondencia entre los conceptos relacionados con la legitimación, el Estado y la Administración, y las políticas públicas implementadas por cada gobierno.

[EN] Goverments base their legitimation on differents principies. After describing and analysing the discourses of the autoritarian argentinian government "Proceso de Reorganización Nacional" (1976-1983) and the democratic government of Unión Cívica Radical (1984-1989), we can infer that changes occurred to the legitimating principies of both goverrment and to the conception of the function of the State and the Public Administration. Further research shold have as its goal that of analysing whether there existed a correspondence between the related concepts of legitimacion, State and Administration, and public polices carried out by both governments.
