Percepciones de las élites parlamentarias hacia los partidos políticos en América Latina

Resumen
[ES] Desde su surgimiento, los partidos políticos han sido cuestionados debido a su naturaleza y a la forma en que desempeñan sus funciones. En América Latina uno de los principales problemas que enfrentan dichas instituciones es la escasa confianza que los ciudadanos depositan en ellas (Latinobarómetro, 2008; Barómetro de las Américas, 2008). Esto se ha manifestado de diversas maneras: protestas, emergencia de líderes outsiders, derrumbe de sistemas partidistas, etc. Sin embargo, estudios comparados como los realizados por la Encuesta Mundial de Valores muestran que la desconfianza hacia los partidos políticos coexiste con un considerable apoyo a los mismos al considerarlos como actores fundamentales para el funcionamiento de la democracia (Boidi, 2008). Pero, ¿qué opinan las elites parlamentarias al respecto?, ¿qué grado de confianza tienen en los partidos?, ¿cómo analizan la relación entre dichas instituciones y la ciudadanía? Teniendo en cuenta las opiniones de los diputados de 17 países latinoamericanos, en este trabajo se dará respuesta a estos interrogantes [EN] Since their creation, political parties have been questioned because of its nature and how they perform their duties. Thus, early theorists pointed to the exclusive nature of these organizations, which inevitably tended to oligarchic and that their evolution involved the implementation of technical specialization processes that generated a clear distinction between leaders and led (Michels 1969:78 ). In Latin America one of the main problems faced by these institutions is the lack of trust that citizens place in them (Latinobarómetro, 2008; AmericasBarometer, 2008).This has manifested in several ways: protest, the emergence of leaders outsiders, collapse of party systems, and so on. However, comparative studies such as those by the World Values Survey show that distrust of political parties coexists with considerable support for them to consider them as key players for the functioning of democracy (Boidi, 2008). But what do the parliamentary elites think about this?, What degree of confidence do they have in the political parties? how do we analyze the relationship between these institutions and citizens? Taking into account the views of the legislators from 17 Latin American countries, this paper will respond to these questions
