Resumen
El desarrollo del "Estudio comparativo sobre la situación del Empleo con Apoyo (ECA) en Europa" es el producto de la colaboración establecida entre el Instituto Universitario de Integración en la Comunidad (INICO) de la Universidad de Salamanca (España), el Welsh Centre for Learning Disabilities (WCLD) de la Universidad de Cardiff (Gales), y la Unión Europea de Empleo con Apoyo (EUSE) contándose con el apoyo de la Asociación Española de Empleo con Apoyo (AESE). Para el desarrollo del estudio se configuró un equipo de trabajo formado por: Borja Jordán de Urríes Vega (INICO - EUSE), como Coordinador, Stephen Beyer (WCLD) y Miguel Ángel Verdugo Alonso (INICO).
El propósito del estudio fue el de realizar un estudio cuantitativo descriptivo sobre la situación del Empleo con Apoyo en Europa, recogiendo datos mediante un cuestionario diseñado a tal efecto, y traducido a 7 idiomas, que se cumplimentaba a través de Internet. Este cuestionario recogía información sobre los programas de Empleo con Apoyo con relación a diferentes aspectos: Transición/Conversión, Usuarios, Profesionales, y Recursos Económicos y Costes. Las principales conclusiones del estudio nos muestran que la financiación del empleo con apoyo es más difícil que la de otro tipo de servicios. Apreciamos también que el apoyo a medio plazo y continuado no se proporcionan normalmente. Por otro lado, la evaluación de la calidad no se desarrolla con claridad y la investigación colaborativa es escasa. Se constata que el ECA se aplica en diferentes colectivos aunque las mujeres y las minorías étnicas están poco representadas. Finalmente, el salario medio parece bajo y muy diferente entre países y los profesionales necesitan entrenamiento y actualización.
