Resumen
El turismo ha experimentando en los últimos años un evidente crecimiento en nuestro
país. Durante el periodo comprendido entre 1995 y 2000 la entrada de turistas extranjeros ha
registrado un crecimiento sin precedentes en la historia reciente. Los últimos ejercicios han
presentado unos resultados que parecían difíciles de superar, y sin embargo, año tras año, se
han rebasado todas las expectativas.
Las Ciudades Patrimonio de la Humanidad no han sido ajenas a este buen momento
del turismo en España, y además se han visto beneficiadas por los cambios en las preferencias
y gustos de los consumidores que han motivado una importante diversificación de la demanda
turística enfocada hacia nuevos productos más propios del interior, como el turismo cultural.
Estas ciudades se han convertido, o pueden convertirse en grandes receptoras de visitantes españoles y extranjeros, atraídos por un patrimonio cultural de incalculable valor (catedrales, iglesias, museos, etc.), y por otros recursos turísticos que han cobrado mucha importancia en los últimos años, como la gastronomía, el idioma, congresos y reuniones, etc. Estadísticas de la Organización Mundial del Turismo (OMT) ponen de manifiesto que los ingresos por
turismo son más importantes en las ciudades que tienen un rico patrimonio cultural.
El incremento de estos flujos turísticos es una amenaza creciente, que exige una
planificación más precisa y de una gestión más eficaz del medio urbano, conducente a
instaurar formas y comportamientos turísticos menos nocivos. El turismo es una oportunidad,
pero también puede ser una amenaza si no se gestiona de una manera apropiada.
En este contexto, las Administraciones Públicas han ido tomado conciencia de los
riesgos que entraña todo fenómeno de masas incontrolado, y han diseñado instrumentos
dirigidos a planificar y a proteger el espacio desde varios frentes: legislación urbanística,
evaluación de impacto ambiental, autorización administrativa de las actividades clasificadas, etc.; y lo que era menos previsible hace unos años, las propias Leyes de Turismo de las CCAA introducen la variable ambiental en la ordenación turística del territorio.
El 17 de septiembre de 1993, los Ayuntamientos de Ávila, Cáceres, Salamanca,
Segovia y Toledo formalizaron en Ávila, la constitución del “Grupo de Ciudades Patrimonio de la Humanidad de España” (GCPHE), cuyo objetivo, según reza el Acta, es la conservación y desarrollo de las seis ciudades mediante la realización de proyectos comunes a ellas, que cuentan con igual problemática por sus singulares valores históricos, arquitectónicos y
culturales, que han merecido el reconocimiento de todas ellas por la UNESCO.
Posteriormente se incorporaron al Grupo las ciudades de Córdoba y Cuenca, y más
recientemente, Alcalá de Henares.
En todas estas ciudades, independientemente de su población, se producen problemas
comunes en torno al dilema desarrollo turístico/conservación. ¿Es posible la reconciliación? ¿Se pueden unir esfuerzos y concebir mecanismos de coordinación y armonización entre visitantes y visitados?.
