Abstract

[ES] El trabajo aborda el estudio de la política de defensa y de seguridad de Japón en el siglo XXI. A partir del compromiso de desmilitarización y de renuncia al uso de la fuerza fuera de sus fronteras recogido en el artículo 9 de la Constitución japonesa de 1947. Se analiza el fenómeno del pacifismo japonés junto al papel de Estados Unidos y los cambios más recientes acaecidos en las Relaciones Internacionales. En este sentido, se revisan los principales ensayos reformistas, las reinterpretaciones a la Constitución, así como la evolución de la política de defensa y las estrategias de seguridad y defensa de Japón en 2022. Se han tenido en cuenta las posiciones de los partidos políticos y el sentir de la sociedad civil con respecto a esta cuestión. Por último, se presentan las reacciones en política exterior de los Estados más implicados: Estados Unidos, Corea del Sur, Corea del Norte, Rusia y China respecto con relación a los cambios recientes de la postura de Japón. En definitiva, se reflexiona sobre la evolución y actualidad de la política de seguridad y defensa japonesa y la distinta presión mostrada por terceros actores. [EN] This paper examines Japan's defence and security policy in the 21st century. Starting with the commitment to demilitarization and the renunciation of the use of force outside its borders set out in article 9 of the Japanese Constitution of 1947, it analyses the phenomenon of Japanese pacifism, together with the role of the United States and the most recent changes in International Relations. In this regard, the main reformist essays, reinterpretations of the Constitution, as well as the evolution of defence policy and Japan's security and defence strategies in 2022 are reviewed. The positions of political parties and the sentiments of civil society on the issue are taken into account. Finally, the foreign policy reactions of the most concerned states - the United States, South Korea, North Korea, Russia, and China - to recent changes in Japan's stance are presented. Finally, it reflects on the evolution and current state of Japanese security and defence policy and the different pressures exerted by third actors.
