En este trabajo presentamos nuevas cuentas generacionales para 1999. Para su elaboración se utilizan proyecciones demográficas recientes y fuentes estadísticas de naturaleza administrativa. Para la determinación de los perfiles de consumo se ha evitado la utilización de criterios simplificadores, como la mera atribución capitativa o la aplicación de una determinada escala de equivalencia. En su lugar, optamos por explotar la información contenida en la ECPF para asignar de manera más adecuada el gasto familiar y dar un tratamiento diferenciado a distintas categorías de consumo atendiendo a su naturaleza.Los resultados muestran la presencia de desequilibrio generacional en la actual configuración del sistema fiscal español, que se manifiesta en diversos escenarios alternativos de crecimiento de la productividad y de tipo de interés a largo plazo.
In this work we calculate new generational accounts for 1999. For its preparation are used population projections and recent statistical sources of an administrative nature. To determine the profiles of consumption has been avoided using criteria simplification, as the mere capita allocation or application of a certain scale of equivalence. Instead, we chose to exploit the information contained in the ECPF to allocate more adequately household spending and give different treatment to different categories of consumption according to their nature. The results show the existence of generational imbalance in present fiscal system under different alternative scenarios of productivity growth and long run interest rate. Its correction would probably require the implementation of contractive fiscal measures, whose necessity becomes more evident when the likely reduction of the E.U. funds from 2007 onwards is taken into account. Those results also suggest that the budgetary objective of zero deficit may not be sufficient to recover generational budget.
