La representación territorial en los parlamentos latinoamericanos

Abstract

[ES] Este boletín pretende explorar las percepciones y actitudes de los legisladores latinoamericanos en relación a la representación territorial, enfocando la atención en dos aspectos fundamentales: por un lado, el vínculo –regular o no– entre el marco institucional de cada país y la tendencia de sus parlamentarios a priorizar o relegar la representación de los territorios; es decir: ¿se verifica algún patrón de relación entre a) la organización federal/no federal, b) el diseño unicameral/bicameral del Congreso, y c) las actitudes de los representantes? Por otro lado, el dilema entre las representaciones territorial y partidaria a que se encuentran sometidos los legisladores de manera permanente; esto es: ¿los parlamentarios priorizan los intereses del partido por el que fueron elegidos o las necesidades de su distrito?

[EN] This paper aims to explore the perceptions and attitudes of Latin American legislators in relation to territorial representation, focusing attention on two fundamental aspects: first, the link-regular or not, between the institutional framework of each country and the tendency of its prioritize or relegate parliamentary representation of the territory, ie: verified a pattern of relationship between a) the federal / nonfederal, b) the design unicameral / bicameral Congress, and c) attitudes of the representatives? On the other hand, the dilemma between territorial and partisan representations are subject to a permanent policy makers, that is: Legislators prioritize the interests of the party they were elected or the needs of their districts?
