El principio de subsidiaridad y su control en los parlamentos regionales

Abstract

[ES] Casi desde la fundación de las Comunidades Europeas el principio de subsidiariedad ha estado presente controlando el ejercicio de las competencias que le eran atribuidas a la Comunidad. También desde la fundación de las Comunidades Europeas, los estados que han formado parte de estas, han estado casi siempre divididos en su interior en regiones. Aunque esto no ha ayudado mucho a la hora de dar poder decisorio a las regiones a la hora de tomar una decisión a nivel europeo, estas han luchado cada vez más para estar presentes en los tratados y para que sus competencias no fueran sustraídas por la Unión Europea. Las regiones se han unido a través de organismos como el Comité de las Regiones o Regiones con poderes legislativos para reivindicar sus peticiones. No ha sido hasta el Tratado de Lisboa cuando se les ha reconocido un modo de participar en el proceso decisorio europeo. A través del Mecanismo del Sistema de Alerta Temprana podrán participar en el control del cumplimiento del principio de subsidiariedad sobre los proyectos legislativos europeos. Además en el tratado se reconoce que deberá tenerse en cuenta la dimensión regional y local a la hora de tomar decisiones. Aunque hoy en día el ser oída depende de la decisión de los Estados Miembros, es un gran avance y puede abrir la puerta a otros mecanismos de colaboración.

[EN] Almost since the founding of the European Communities the principle of subsidiarity has been involved controlling the exercise of the powers they had been attributed to the Community.
