Las nuevas formas de participación ciudadana en el Parlamento

Abstract

[ES] No cabe ninguna duda de que el Parlamento es un organismo irremplazable y esencial para el sistema democrático. Sin embargo y como consecuencia de la desafección de la ciudadanía hacia el Parlamento, la democracia y los partidos políticos y, por otra parte, el desarrollo y la implantación de Internet, se han promovido nuevas vías de participación como mecanismos para acercar al Parlamento y la ciudadanía. Estas nuevas demandas de colaboración ciudadana se están intentando establecer junto con los instrumentos tradicionales de participación directa, como son la iniciativa legislativa popular o el derecho de petición. Ante estas nuevas exigencias, muchas de las respuestas proceden de los Parlamentos Autonómicos, los cuales no sólo han aprobado leyes que tiene por objeto la transparencia, el acceso a la información y la participación ciudadana, sino que también, por medio de las webs parlamentarias, se están intentado buscar medios que consigan el acercamiento de la ciudadanía y el Parlamento, así como fortalecer el conocimiento de la institución parlamentaria y el papel que ejercen los representantes.

[EN] There is no doubt that the Parliament is an irreplaceable and essential institution for the democratic system. New ways of participation have been promoted as a consequence of the disaffection of citizenship towards the Parliament, the democracy and political parties and, on the other hand, the development and implantation of the Internet have been encouraged this new participation ways as mechanisms to bring closer Parliament and the citizenship together. This new citizen collaboration demands are being tried to estabish along with traditional instruments of direct participation, such as popular legislativa initiative or the right of petitition. Parliaments, which have not only passed laws which aimed at transparency, access to information and citizen participation, but also, by means of the parlamentary websites, as an attempt is being made to find means to achieve closer relations between citizens and Parliament, as well as to strengthen the knowledge of the parliamentary institution and the role played by the representatives.
