El acceso al asilo en la Unión Europea: los visados humanitarios

Abstract

[ES] Recientemente, con el objetivo de poner fin a las dificultades que tienen los refugiados para acceder al espacio Schengen, se ha debatido sobre la posibilidad de emitir visados para el asilo conforme a la normativa comunitaria. En el actual escenario global, y tras la proliferación de los conflictos armados en Oriente Medio y África, cobra importancia la problemática suscitada en torno a la salida de las víctimas de dichos conflictos. La fijación de una figura para el acceso seguro y controlado a los Estados miembros es, como podemos observar, muy necesaria para mitigar el aumento de los migrantes y refugiados que arriban a las costas europeas. Durante el desarrollo de este trabajo, realizaremos en primer lugar un acercamiento al Sistema Europeo Común de Asilo y a los obstáculos que deben afrontar los refugiados cuando pretenden acceder a él, seguido de un análisis de las medidas que la UE ha promovido para la estabilización de la situación. Y en segundo lugar, estudiaremos la posible implementación de visados para el asilo en el ámbito regional.

[EN] Recently, with the aim of putting an end to the difficulties that refugees to face to enter the Schengen area, there has been discussion about the possibility of issuing asylum visas in accordance with the Community rules. In the current global scenario, and after the proliferation of armed conflicts in the Middle East and Africa, it is important the problem raised around the departure of the victims of those conflicts. The setting of a figure for the secure and controlled access to the Member States is, as we can see, very necessary to mitigate the increase of migrants and refugees arriving at European coasts. During the development of this work, we will first approach to the Common European Asylum System and the obstacles faced by the refugees when they attempt to access it, followed by an analysis of the steps that the EU promoted for the stabilization of the situation. And secondly, we will study the possible implementation of asylum visas at the regional level.
