Resumen
[ES] La Política Europea de Vecindad se ha configurado, desde su creación en 2003, como
un instrumento más de la acción exterior de la Unión. Sin embargo, su gestión y
resultados han variado temporal y geográficamente, haciéndose necesarias diversas
transformaciones. Ucrania es, quizás, el más importante de cuantos países han sido
objeto de la política. Su acercamiento a la Unión no ha estado exento de riesgos,
avances y retrocesos, pero la aplicación de nuevas herramientas legales como el
Instrumento de Vecindad, la nueva generación de acuerdos de asociación y la política
de visados; ha contribuido a alcanzar un nuevo estatus de socio geopolítico y comercial.
La Unión Europea ha seguido utilizando la condicionalidad como forma de favorecer
la transición de Ucrania hacia una democracia con economía de mercado. Pero, con el
conflicto militar y político con Rusia aún latente, la Política de Vecindad está perdiendo
protagonismo a favor de la PESC. [EN] The European Neighbourhood Policy has been developed, since its creation in 2003,
as a new instrument within the external action of the European Union. Nonetheless, its
management and effects have been both temporally and geographically diverse,
making several adjustments needed. Ukraine is, perhaps, the most important country
that has been included in this policy. Ukraine’s approach to the European Union has
included risks, improvements and setbacks, but the application of new legal tools, such
as the Neighbourhood Instrument, the Association Agreement and the Visa Policy; has
helped to achieve a new commercial and geopolitical status as partner. The European
Union has unceasingly used the conditionality as a way to facilitate the Ukrainian
transition towards a market-based democracy. However, with the armed political
conflict with Russia still ongoing, the Neighbourhood Policy has lost ground, while the
CFSP is leading the European actions.
