Los rohingyas: la crisis humanitaria de una etnia olvidada

Abstract

[ES] Los Rohingyas han sido y son una de las etnias mas perseguidas en el mundo. Etnia de la que forman parte solo dos millones de personas, la mayoría de las cuales han tenido que huir de Myanmar, país al que consideran su hogar, debido a la violencia xenófoba que se ha ido gestando desde 1962, y cuya única vía de escape ha sido cruzar la frontera y solicitar asilo en Bangladés. Su crisis humanitaria ha tenido escasa repercusión internacional, pero ejemplifica el colapso de la comunidad internacional, ya que la actuación de los Estados ante esta crisis ha brillado por su ausencia, así como de los Derechos Humanos y del sistema humanitario. La ONU no prestó atención a los indicios que apuntaban a esta crisis, lejos de ser una nueva crisis en un país donde hay ocho guerras civiles abiertas, debido a intereses propios de ciertos Estados, China y Rusia, que tanto antes como ahora bloquean cualquier respuesta contundente por parte del Consejo de Seguridad de la ONU contra el Gobierno de Myanmar y la Tatmadaw, por lo que la actuación de la ONU en la crisis ha sido exclusivamente enviar ayuda humanitaria a Bangladés, pero no a los DI en Myanmar ya que actualmente es un país cerrado al exterior. Por lo que ni apelando a los Convenios de Ginebra, ni a la Declaración Universal de Derechos Humanos ni a sus Pactos Internacionales ni a la obligación internacional de todos los Estados de promover y proteger los Derechos Humanos se ha podido detener el genocidio que se está cerniendo sobre esta etnia, clasificada como la etnia “sin amigos ni Estado”

[EN] The Rohingyas have been and are one of the most persecuted ethnic groups in the world. Ethnic group with only two million of people, most of them have had to run away from Myanmar, country that they call home, due to the xenophobic violence that has been brewing since 1962, and their only possible escape route has been to cross the frontier and to apply for asylum in Bangladesh. Their humanitarian crisis has had scarce repercussion worldwide, but it illustrates the collapse of the international community, because the action of the States before this crisis has shone due to its absence, as well of the Human Rights and the humanitarian system. The UN did not pay attention to the clues that pointed to this crisis, far from being new in a country which says to have eight civil wars, due to the own interests of some States, China and Russia, that both before and now blocked any overwhelming answer by the Security Council against the Myanmar Government and the Tatmadaw, so that the action of the UN in this crisis has been only the shipment of the humanitarian help to Bangladesh, but not to the ID in Myanmar because now it is a country closed to the outside. So neither appealing to the Geneva Conventions, nor to the Universal Declaration of Human Rights nor to its International Covenants nor the international obligation of every States of promotion and protection of the Human Rights been able to stop the genocide that is looming over this ethnic group, classified as the ethnic group "without friends or State".
