Opinión pública y decisiones de política en materia de inmigración venezolana en Perú (2017-2020)

Abstract

[ES] En el marco del éxodo venezolano en América Latina, la presente investigación busca comprender la influencia de la opinión pública en las políticas del gobierno de Perú en materia de inmigración venezolana entre 2017 y 2020. Para ello, se interroga cómo cambiaron las decisiones gubernamentales en materia de inmigración venezolana en el contexto señalado y de qué manera la opinión pública influyó en dicha modificación. Este trabajo se enmarca en los estudios sobre la representación colectiva y el enfoque de opinion-policy nexus. Asimismo, parte de la hipótesis de que el cambio en las preferencias ciudadanas (una mayor saliencia e intensidad del tema en la esfera pública y un cambio hacia una opinión más negativa y hostil) propició la modificación en las decisiones de política pública, lo cual demostraría un alto grado de policy covariation. Con base en diversas fuentes, tanto primarias como secundarias, se concluye que dicha hipótesis se confirma. Si bien existe dificultad para establecer una relación causal entre ambas variables, es posible sostener que las decisiones gubernamentales siguieron el sentido restrictivo expresado en las preferencias ciudadanas. Ello, a su vez, invita a la reflexión acerca del dilema entre la receptividad de los gobiernos y la conveniencia estimada de las políticas públicas en las democracias representativas

[EN] In the context of the Venezuelan exodus in Latin America, this work seeks to understand the influence of public opinion on the Peruvian government’s policies on Venezuelan immigration between 2017 and 2020. To this end, it questions how government decisions on Venezuelan immigration changed in the aforementioned context and how public opinion influenced such modification. This work is framed within the literature on collective representation and the opinion-policy nexus approach. It is also based on the hypothesis that the change in citizen preferences (a greater salience and intensity of the issue in the public sphere and a shift towards a more negative and hostile opinion) led to changes in government decisions, which would demonstrate a high degree of policy covariation. Based on various sources, both primary and secondary, this hypothesis is confirmed. Although it is difficult to establish a causal relationship between the two variables, it is possible to argue that government decisions followed the restrictive direction expressed in citizens' preferences. This, in turn, encourages reflection on the dilemma between the responsiveness of governments and the estimated convenience of public policies in representative democracies
