Abstract

[ES] La presente Tesis Doctoral examina el fenómeno de la ciberseguridad y la ciberdelincuencia, su evolución acelerada y su impacto en los derechos y libertades de los ciudadanos. En un entorno digital cada vez más complejo y globalizado, resulta crucial garantizar la seguridad y hacer frente eficazmente a este tipo de delitos. En este contexto, la Policía Nacional desempeña un papel fundamental como entidad encargada de la seguridad pública, y debe ser capaz de adaptarse rápidamente a esta realidad en constante cambio. El objetivo principal de esta investigación es demostrar cómo la formación desempeña un papel fundamental en la capacidad de adaptación de la Policía Nacional ante los desafíos de la ciberseguridad y la ciberdelincuencia. Se analizará la importancia de contar con una formación sólida y actualizada en temas relacionados con la seguridad informática, las tecnologías de la información y las habilidades necesarias para investigar y prevenir delitos cibernéticos. El estudio se basará en una revisión exhaustiva de la literatura especializada, así como en el análisis de casos de estudio y experiencias prácticas relacionadas con la formación en ciberseguridad de la Policía Nacional. Se examinarán los programas de formación existentes, tanto a nivel nacional como internacional, con el fin de identificar buenas prácticas y recomendaciones para mejorar la capacidad de adaptación de la Policía Nacional frente a la ciberdelincuencia. Los resultados obtenidos en esta investigación permitirán comprender mejor los retos y oportunidades que la ciberseguridad y la ciberdelincuencia plantean para la Policía Nacional, y ofrecerán pautas para fortalecer su capacidad de respuesta. Además, se destacará la importancia de la formación continua y la actualización de conocimientos en este campo en constante evolución. [EN] This doctoral thesis examines the phenomenon of cybersecurity and cybercrime, their rapid evolution, and their impact on the rights and freedoms of citizens. In an increasingly complex and globalized digital environment, ensuring security and effectively combating these types of crimes is crucial. In this context, the National Police plays a fundamental role as the entity responsible for public safety and must be capable of rapidly adapting to this ever-changing reality. The main objective of this research is to demonstrate how training plays a crucial role in the National Police's ability to adapt to the challenges of cybersecurity and cybercrime. The importance of having a solid and up-to-date education in topics related to computer security, information technologies, and the necessary skills for investigating and preventing cybercrimes will be analyzed. The study will be based on an exhaustive review of specialized literature, as well as the analysis of case studies and practical experiences related to cybersecurity training within the National Police. Existing training programs, both nationally and internationally, will be examined to identify best practices and recommendations for enhancing the National Police's adaptability to cybercrime. The results obtained in this research will provide a better understanding of the challenges and opportunities posed by cybersecurity and cybercrime for the National Police, and offer guidelines for strengthening their response capabilities. Furthermore, the importance of continuous training and knowledge updating in this constantly evolving field will be emphasized.
