dc.description.abstract[ES]El objetivo de este trabajo es describir el modo en que los políticos desarrollan sus estrategias para movilizar apoyos electorales a nivel local (municipal) e identificar los factores que inciden sobre esas estrategias. A partir de la observación directa de la implementación de una política pública de origen nacional en el nivel local en época de campaña electoral (PROMEBA), se observan las estrategias que utilizaron los diversos candidatos a intendente para movilizar al electorado en una elección dada. Se explora en qué medida se utilizan recursos clientelares en la movilización electoral y se reflexiona respecto a las consecuencias que este tipo de políticas clientelares tienen sobre la construcción de la democracia a nivel local.es_ES
dc.description.abstract[EN]The objective of this work is to describe the way in which the politicians develop their strategies to mobilize electoral supports at local level (council) and to identify the factors that affect those strategies. From the direct observation of the implementation of a public policy of national origin in the local level at time of electoral campaign (PROMEBA), we can observed the strategies used by the diverse candidates to Intendant to mobilize the electorate in a given election. It also is explored to what extent clientelistics resources are used in the electoral mobilization and it is reflected with respect to the consequences that this type of clientelistics policies they have on the construction of the democracy at local level.en_EN
