Fun-Ascún, 1958-1968, un acontecimiento en el sistema universitario colombiano: gremios, políticas y estado

Abstract

El ambiente de fragmentación y debilidad estatal vivido en Colombia durante la primera mitad del siglo XX permitió que diferentes agremiaciones se fortalecieran e influyeran en diversas políticas públicas hasta llegar a consolidar para algunos sectores un Estado semicorporativo. En materia de educación superior, Ascún, como agremiación que aglutina las universidades colombianas, recibió de la Junta Militar que sucedió en el poder al dictador Rojas Pinilla los elementos para que durante el decenio 1958-1968 supliera al Estado en su papel de regentar la Educación Superior. En 1968, tras una reforma constitucional, se crea el Icfes con el fin de devolverle al Estado el manejo de las políticas públicas en el sector. Sin embargo, al finalizar el decenio se había consolidado un estado de cosas que no solo marcarían la naturaleza de la educación universitaria colombiana: casi que establecen su impronta.
